my apologies,

by nucleophilic i mean something that can donate electrons

water has a lone pair of electrons on the oxygen and is willing to donate it to the alkene to form a hydroxy group

all i am trying to say in simple english is

-> high bromine concentration u get the two Br Br

-> low bromine concentration u get the Br OH

but most often u get a mixture of the two

iambored, sorry if i am confusing you :( i REALLY love my chemistry

no prob, i wish i loved chem, it's actually good when i like the topic. alright, simple english is good, you really aren't confusing me because i understand that i don't need to know it!
