what exactly are they and how are they applied to the HSC marking.... also is it for all subjects...? also when did they start using this to tank students and determine UAI...?

Lol, you mean the Bell curve? It's been there since the start. That is how the scaling is set, just as the picture shows. Little people at the top end and bottom end. Lots of people in the middle. The scaling attempts to shift everyone to fit the curve.
