What would be the apt technique to use with this statement?

It's hard to say because I think you have paraphrased this yourself. What was the original quote or scene?

Is setting a technique though?

I was analysing an image, and that was part of my analysis statement actually. I need a technique to go with this point, but I'm happy to discard it anyway because the link between the cityscape and the characters' belonging to place is vague anyway

Could you provide a link to the image?

Basic examples of visual techniques include vectors, foreground/background, visual hyperbole, visual metaphor, visual motif, visual juxtaposition, chiaroscuro, composition of the frame, primary focus, perspective etc.
