Applications before or on 30/9/15 incur a processing fee of $32. After this date the cost is above $150.

If I submit my application now, and would want to change my preference in october (or after), will I be able to do so without incurring the $1xx fee?

Yes. As long as you have paid the fee and have at least 1 preference you are allowed to check and change even after the 30th without paying any more
