can someone tell me what does an "expression of interest" exactly mean ? is it some what like a personal statement? If so , could someone give me some guidelines. Would be a great help. Thanks

What scholarship are you talking about? Most of them actually state 'Personal Statement' if that's what they're asking for.

That's administered by the International Office, not the standard scholarships office so probs contact them about it.
