just lately i have been cliking on links and the page has been opening up as it was some time ago. Even when i press refresh sometimes the changes don't appear
probably a problem with my computer but anyways

To force your browser to download a new copy, press Control and F5 at the same time.

There could be heaps of factors affecting this. Hitting F5 simply refreshes the page, which might have just been your ISP's cached copy, and that might be out of date as well.

Try and clear your own cache once every so often, not only to save disk space, but to stop problems like this creepy up.

Tools -> Internet Options -> Delete Files, check "Delete all offline content". Click OK.

This will delete any locally saved copies of webpages you have.
