For red- green colour blindness, is one red or green cones absent or both red and green cones are absent?

So a red or a green cone must be present or functioning with the other being not?Red-green colour blindness occurs when either red or green cones are missing or not functional.
Well if one of them is missing then the other one would obviously function, but as long as either red or green cones are missing, then the person will still have colour blindness.So a red or a green cone must be present or functioning with the other being not?
