The Board of Studies lists dotpoints that students "perform a first hand investigation.." etc. for practical tasks.

So if my school hasn't coordinated the required tasks, the people in my school or specific classes are disadvantaged for the HSC, as founded on official terms.

How may I and others (even in other schools) appeal against this discrepancy?

And who else in the past has considered this matter seriously with BOS?

You can't appeal to the BOS about teaching-related issues, as the job of teaching to the syllabus is the school's problem, not the Board's. All you can do really is file a complaint with the teacher and/or your principal, and in the meantime study study study.

our skool did all the pracs, i just paid no attention
yeah thats right fuck u chem u worthless subject
