this is def. a bit late but hope it helps slightly... any chapter one does depends completely upon the topic u r doing.
The first chapter should generally be an overview or the surface of the entire topic. ORR if ur topic is one which u hav divided into different aspects... then start with the first aspect and discuss its implication for the societies/ people dat r affected by that aspect!
sryy my writin is very general as i m not sure of ur topic .. soo my apologies!
also... make sure to have a triangular method of writing throuout ur PIP... which basically juss means dat u (i) state ur point
(ii) support using secondary research
(iii) support using primary research
and then elaborate the aspect's implications....
