In terms of structure, I don't think so. Someone correct me if I am wrong.
Basically (from what I gather) an oral report is exactly the same as a speech. Though speeches can have many different purposes, an oral reports is mainly to inform.

Yeah I ended up asking the teacher... after doing in "oral report" and he said that they are the same thing... but thanks anyway!
