So what was happening late 1890s .. is that still Victorian England ??

Late 1890's is still Victorian, as the transition to Edwardian occured upon Queen Victoria's death, in 1901. Perhaps you can relate it in terms of the classical manor setting, presence of class stratification between the poor and upper classes > Textual focus upon upper classes, or something similar...
