Is it not still possible to modify your UAC preferences and place UoW's Bachelor of Arts/Bachelor of Laws as your first preference for the upcoming offer round? That would allow you to receive an offer and enrol in this double degree instead of the Bachelor of Creative Arts/Bachelor of Laws. If not, you can attempt an internal transfer to the Bachelor of Arts/Bachelor of Laws once you have completed a semester in the Bachelor of Creative Arts/Bachelor of Laws. UoW states the following in that regard:

"Once you have completed a session of study in your original course, you can apply for a course transfer."

An internal transfer will require you to meet the academic requirements of the degree that you wish to transfer to, e.g. achieving a sufficiently high WAM. A Bachelor of Laws, whether on its own or as part of a double degree, will likely impose higher academic requirements. As such, you should do your best to achieve the best possible results in the Bachelor of Creative Arts/Bachelor of Laws if a UAC application is not possible. Doing so will maximise your chances of receiving an offer for the Bachelor of Arts/Bachelor of Laws.

You can also contact UoW directly if needed:
I hope this helps! :D
