I currently in year 11 but I need to drop out of school cause of personal reasons but I still want to complete the HSC and I heard you can complete it at TAFE. How does it work and what's it like doing the HSC at TAFE in terms of the environment and experience? And would you meet new people if you had the time?

You typically do HSC/Preliminary content in a single year.

I think this is quite late now, but I will reply to this post anyway so that other people can refer to it.
If you can, I recommend you to stay in school.
TAFE is very s* now. There isn't anymore face to face TAFE that offers the HSC, it's only TAFE Digital which is online and distance ed. It's very hard to learn and motivate yourself by doing distance learning.
The environment at TAFE is not as supportive as school and you are on your own most of the time. The careers advisors at TAFE are also useless and know nothing about applying to Uni via HSC and UAC (especially filling in the EAS forms).
