Just a quick question-- would you classify inquiries and reports etc done by the Human Rights and Equal Opportunity Commission as legal or non-legal measures in protecting human rights? I'm not sure because they're a government organisation, but their findings aren't necessarily enacted into law...

HREOC is a legal measure. They are established to hear violations of human rights, but cannot hand down decisions because they are not a chapter three court under the Commonwealth Constitution. They can, however, recommend sentences to the Federal court.
