Just wondering what technique is used in this statement - "there are things in this universe we cannot control, and then there are things that we can."

Anitithesis, oxymoron?

You can possibly use parallelism or rhetorical parallelism for this quote... but the most important thing is not the technique, but the conceptual significance of the technique you are extracting from the quote and how well you are relating it to support your thesis.
