Hai.

My eco teacher tells us one of the most important things in the introduction is to define key terms.

eg monetary policy question, would start by

"monetary policy is... Interest rates are.. Inflation is.."

and then to address the question.

Yet, we read some student responses, that were apparently high range (B5-6), and none of them defined initially.

just basically trying to find out how to structure my essay introduction

Any suggestions/ thoughts?

i usually leave defining to the body when i'm explaining things in detail. intro is mostly outline + context + relevant issues.

Yes - that is what you have to do. You need to define the most important term to start off with. It just shows the marker that you know what your on about.
