Hi :)

Just wanted to know, say a course has a cutoff of 90. Will everyone who applied for that course and got above 90 be accepted, or is there a specific number that limits the amount of applicants to be accepted in an undergrad course? Sorry this is such a noob question but yeah

The cut-offs you see reported represent the ATAR of the last successful applicant (that is, the student with the lowest ATAR). This is why the cut-offs change each year.

In pretty much all cases, a faculty will have a limit on the number of successful applicants but this is generally not reported officially. Some faculties may also choose to have an ATAR floor as well (e.g. I believe UNSW requires a minimum 70 ATAR for applicants).
