Is there a place to study the compositional techniques of contemporary music here or abroad? What are their requirements?

I'm not 100% sure but you should try the con at usyd, the melbourne con or anu?
Their requirements are usually an audition
Assumed knowledge is usually music 2, at least 7th grade on an instrument/voice, 6th grade musicianship/4th grade music craft

That's all at the top of my head so I'm not 100% sure, sorry
