Discuss the need for alternative sources of the compounds presently obtained from the petrochemical industry.

In this case, is 'discuss' supposed to mean both sides of the argument or just one? Like, "fossil fuels are non renewable so alternatives are needed, however, alternatives are a very expensive option and require large amounts of energy to make which again comes from fossil fuels anyway".

Sounds like you got it. So its just reasons why we should have alternative and reasons why we shouldn't.
For: alternative fuels may be renewable resource, fossil fuels contribute to enhanced greenhouse effect, fossil fuel reserves are running low, etc.
Against: alternative fuels are generally much more expensive than fossil fuels, they require more energy to be extract/processed, fuels like ethanol require us to modify car engines, etc.
