Maybe do a general engineering degree first then transfer into a stream?

Civil Engineering and Electrical Engineering are quite different to each other.
In Civil Engineering, expect to learn about static and dynamic mechanics of things including things that don't move and things that allow structures to do their job (can involve dynamic systems). Also, I think fluid mechanics is quite a large component of Civil Engineering too. You also learn about force interactions, how they apply to different designs and materials, different structures, etc. Basically as a Civil Engineer, expect to graduate and find a job to do with design in anything involving statics and possibly even fluid mechanics.
Electrical Engineering will involve a lot more to do with Electronics, Signal Processing, Control Systems and Power Systems. These fields have one thing in common. Circuits. All of Electrical Engineering involves circuits and in one way or another you will always be utilising a circuit of some sort or preparing a part for a circuit by researching or even be designing some circuits, all as an Electrical Engineer.
Again both fields are quite broad and I suggest you do your research into both. Look at where you may go in the end and what type of jobs you can get. Set a priority list as to what you want from your degree the most.
Ask yourself, why do you want to do Engineering? What has led you to think of doing Engineering? What first brought you to think about become an Engineer? If you can answer these questions, you might be able to understand and answer whether you want to do Civil or Electrical more.
