can I accept two offers and defer one?

I would say no (though I know as much as you) because they base your eligibility to do the second one on the results of the first.

hmm, I've already accepted an early round at ACU, which is what I'm gonna do.
But if I don't like it I'm gonna do PE at UWS.. just would of liked to have that safe now.. maybe I'll defer the course I did last year and apply for an internal transfer next year if I don't like what i'm gonna be doing at ACU

perhaps I misunderstood u, but u can't defer a course and study something else during the deferment period.
