A buffer Solution consists of a weak acid and its conjugate base right?

my teacher gave us this handout which says..... a buffer solution consists of a weak acid and a SALT of that acid...... im pretty sure my teachers notes are wrong though... but just want to make sure which it is?

Weak acid and its conjugate base is the better answer. Example: a phosphate buffer used in most biochem labs Na2HPO4.

Well, it can be a weak base and its conjugte acid - if you can find the example.

actually, a buffer is a weak B-L Acid and conjugate base, and weak B-L Base and conjugate acid

When actually making up a buffer solution however, we add the acid and the acid's salt (which generates the desired conjugate base) or the base with its conjugate.
