With internal transfers, I'm pretty sure the ATAR has nothing to do with it, just what your credit average is for the year. Just as long as you meet the WAM credit requirements for transfer, your application for internal transfer is done through the university and not through UAC. If you were applying to go to another uni, then you go through UAC. Then they will use a combination of your ATAR (as it's within the 5 year validity period) and your tertiary study, and the tertiary study will be more highly considered than your ATAR. Also if you did apply to go to another uni, you'd have to apply as a non year 12 student, so your student number will not work anymore, and you will be issued with an application number to apply with.

If you're talking about switching programs within UNSW for next year read up here: https://my.unsw.edu.au/student/academiclife/program_transfer/InternalProgramTransfer.html
