What is a good Chinese Dictionary for an intermediate student?

I'm currently at (well, supposed to be anyway) at Year 11 Level Chinese, and I've found that due to general slacking off and not reading enough Chinese articles, my vocabulary and sentence articulation has somewhat depleted over these last few years. So I'm looking for a good Chinese dictionary where you can look up the words from English, pinyin, by root character, gives definition in both English and Chinese, in both simplified and traditional etc.

I'd also like to know whether it would better to invest in a good electronic dictionary or if there are very good standard ones around already. I was thinking of buying this one:

Anyway, Chinese students out there, what are the best dictionaries to use? Thanks.

Nope, I definitely need both English to Chinese/Chinese to English. I think I have an old Xin Hua dictionary lying around somewhere, but it doesn't really suit me. :)

BTW, anyone know any good sites to learn/refresh Chinese?
