does anyone know when we need to register by for the umat and stat tests?

Go check the UAC site for STAT details.
I just sat the mid-year one, and closing date for registering was maybe a month before the actual test. So I would guess roughly October/November sometime, because I think the end year ones are at the beginning of December.
