Coolcat maybe switch browsers? The department doesn't have partnerships with Mozilla, so Firefox may be able to bypass this. I know that before it was blocked at my school (I was probably the reason it got blocked though, they probably saw how I could bypass blocked sites) I was able to use an integrated A.I feature specific to Firefox (the sidebar) to use GPT at school, even though the website itself was blocked. Also, you can use a virtual browser to unblock sites,https://www.browserstack.com/virtual-browser is the best one but it is like 30 seconds before you have to switch configuration. This virtual browser is great for downloading files from blocked websites.
Or just use a TOR browser, just make sure not to download anything on sus websites because TOR is unfiltered and is used by a lot of people to access the dark web.
