Democracy and the Delian League (1 Viewer)

I've got an assesement next week on the tranformation of the Delian League to the Athenian Empire and i was wondering if someone could help me with a point of confusion...

I've written some practise essays for my teacher to mark and he keeps writing on them "dont forget the establishment of radical democracy in Athens and in subject states" and goes on to talk about Ephialtes' reforms and what not...

What i'm confused about is how this relates specifically to the tranformation of the Delian League. Our teacher's done the course in like three parts: Persian Wars, Delian League and Democracy and i have no idea how the last two are interrelated. I understand them both individually, but i dont't really understand how one impacts upon the other.

Any help much appreciated!
