need help!!wat r the conflictin perspectives in wag the dog?!

hey guys. i don't understand module c: representation and texts, elective: conflicting perspectives. i'm particularly confused about how, 'wag the dog' is related to 'conflicting perspectives'. what exactly are the two perspectives and how do they conflict? with some texts, it is easy to identify the conflicting perspectives, for example: the bill henson case. the conflicting perspective is whether his works are a form of pornography or just pure art. with 'wag the dog', i can't seem to identify it. please help!

Some of the conflicting perspectives are-
- Conrad Breen - extreme. He represents that the president must be re-elected at any cost and it is his role to ensure this. Breen is focussed on his role/job at hand and knows that it is only for a short period of time (until the election).
- Stanley Motts - completely self-absorbed and is only intent on persuing his 'art' (film producing). He is apolitical, he differs from Breen as he is egotistical and completely detached from reality.

This is all we have done in class so far.. hope it helps :)
