is there a background speakers course and do u do it?

exactly what the heading says.

and what do you do for the exams?

There is a background speakers course, but very few people do it. And those that do are actual Japanese and are too busy studying to sign up for BoS because it's too f--king hard. Think of Extension English. Now think of that in Japanese. Now you have an idea of what Background Speakers is like :p

Essentially, yes. If you went to school in Japan for however many years, and studied their compulsory Kokugo (national language, Japanese) then came to Australia you would enter Japanese Background Speakers and continue the same course. Just like studying HSC English and moving to Germany, where you would continue the German schools equivalent of NSW HSC English (ie native speaker level).

If it is so hard, why does it scale so badly?

Before we get into that, could you define "badly"? Various people have shockingly different opinion on what is good and bad scaling.

i'd say the same with other subjects - the ability of the others in the course isn't as high. i.e. they don't do as well in all their other subjects

To be honest, I don't think I'm in a position to explain this properly. I'm no expert on scaling, and I don't know anyone doing background speakers. Really, I think the best person to ask would be our Scaling King Laz.
