I would like to ask why the sodium hydroxide need to be standardized by potassium hydrogen phthalate instead of by glacial acetic acid?

Is it because the glacial acetic acid is hygroscopic, so the actual moles of NaOH reacted will be smaller than measured? Or is it because this acid is weak acid?
