If you really want to change courses you need to improve your grades before applying to midwifery. But there's really no harm in applying mid year. Check out how much your GPA is combined with your ATAR and see if it meets the requirements.
yeah you definitely have a good chance in transferring. My friend transferred from UWS law to UTS law. Her ATAR wasn't that great but she had a D average.

I've had a few friends that do the flexible first year for B Eng. To be honest the only difference it has is the fact that UTS offers the diploma of Engineering Practice with the B Eng. Meaning unlike UNSW or Usyd, you have to do two 6 month internships, which makes this degree a 5 year degree...
I have a couple of friends that are studying B Eng/B Bus. I don't think it really matters. The only reason they have those extra subjects is to become more specialised.
But It really doesn't matter, especially since employers don't care if you've done specialised subjects. What really matters...
