Your best bet is to get a bunch of like-minded individuals and set up a WAP with a terrabyte hanging off it as a file server. I did that for a while. That way you avoid duplications.

Well I never had an issue but I don't use torrents. I've heard of people getting notices from IT about torrents/p2p, but honestly I think the uni are happy as long as they're getting the money.
No you can't run your own ADSL service into the uni. The Optus/Internode wireless reception can be full speed depending where on campus you are (I used to run the dongle to my window sill and it was fine).
If you bypass the proxy using netdirect you can easily rack up $50 or more of usage...
The only real alternative is wireless broadband. The coverage at uni isn't TOO brilliant, but through Internode you can get 5GB for $40/month.
As to filtering, I used to run the netdirect page 24/7 which bypassed the proxy.
And no, I don't think you can get a private connection.
I'm currently on campus in the cottages at CSU. I don't think you'll have too much trouble getting in. I did late entry (the absolute final round) this year and was only on the waiting list for accommodation about 2 weeks before I got into cottages. People get sick of it and head into town...
