They're both very similar, but instead of simply having a fiercely patriotic belief in one's own race or country, it also includes nationalism across countries, hence the 'pan' prefix. The Nazis for instance, were pan-nationalists. They believed in a superior Germanic race that was not simply limited to Germany proper, but also included Austria, the Sudetenland and so on.
